It's Jordan.

I initially wanted to guess Israel, but after doing alittle more research, it has to be Jordan. The Dead Sea lies border Israel & Jordan, but Jordon's Legal System is based on Islamic law and French codes.

The Dead Sea is an endorheic lake of saline water fed by the Jordan River, surrounded by Jordan, Israel and the West Bank. The Dead Sea is the saltiest and deepest hypersaline lake in the world. The surface of the Dead Sea is the lowest point on the earths surface at an elevation of 417 miles below sea level.

It is Jordan however, the statement about the lowest point on earth can be debated as there is a point in Antartica that claims the same. The distinction should be made whether it it covered by water, ice , earth, open ect. Also, if I remember correctly, A queen may rule in some instances as well however I could be mistaken.

Since the Dead Sea is the deepest hyper-saline lake in the world, I'd have to say Israel - but since you refer to an Arab Country, I'd say you are referring to Jordan.
