This is a tough topic to research because it is so specific. Try researching the history of school houses/buildings, the history of public education, and the trends and development in the architecture of school buildings.

I guess school lockers came into play around the period in history when education became standardized, and mandatory for all children, which necessitated larger buildings.

I know that one room school houses that were popular around the turn of the century often had open cubby holes in the back for kids to put their lunches (ie, no lockers). I have a feeling lockers started becoming more widespread in the 60's as the baby boomers started entering school in droves.
