Underpadding has to be stapled to the subfloor. Tack strips have to applied to the perimeter of the room. Tack strips are nail down wooden strips with sharp tacks sticking out of them. The carpet has to be roughly cut to fit the room. You would need a knee kicker to stretch the carpet onto the tack strips. Then the carpet has to push under the baseboards with another tool. What I'm trying to say is that you need a couple hundred dollars worth of tools which is roughly the price of installation.
