We have 5 gold fish and one looks like the fins have fallen off, there are just stubs where the fins used to be. I need help quickly, it keeps floating to the top it seems to be struggling.

You need to move the one with the missing fins to a hospital tank and consult a local aquarium enthusiast. I agree with the poster who suggests that this may be fin rot.
"Fin rot Is a common problem for goldfish when they get an injury to the fins or body. Fin rot is an infection specifically a bacterial infection that occurs when a goldfish is already weak from something else. It appears as a whitish edge on the fins, then the fins rot away looking ragged and torn, sometimes fungus sets in. Most of the time this is easily cured." Please see source.

If there are any other types of fish in the tank other than goldfish, they are probably the culprits. If not, then it sounds like fin rot. It will eventually kill all your fish if you do not medicate for it right away.
Remove the struggling one to a hospital tank and get some medication from your local fish store right away. Medicate both tanks. Follow the directions on the meds. You will probably lose the one with no fins, but you should be able to save the others.

Yes, I'm pretty sure all fish will grow their fins back. It may have a disease that made its' fins degenerate and that may be why he is floating to the top. Otherwise another one of your fish may have bit its' fins off and it is having trouble keeping balanced with little to no fins.

It seems as if it might have fin rot.
It would be worth separating it, as the other fish might bully it if it is unwell, and they also might catch any infection too. Buy a solution from your local pet store or vet, to put into the water, and treat your other fish too.

your other fish might have eaten the fin off .My fish grew his fin back but you might have a different breed of fish than i did
I recommend putting him in this own tank for a while so the fin has a chance to grow back, before the other fish eat it off again

how had it fallen off?if it had bin bitten off, then it wouldn't grow back .but i really don't think that it would grow it back it again.
