if it is a straight skirt and the hem and skirt circumference are the same, do what Roxy says ;-)

If it is a flared skirt, you will have to do it by hand because the hem circumference will be wider than the skirt.

Sew a running stitch around the very edge of the hem and gather it slightly. Pin the hem up and with a steam iron, gently ease and steam the hem until it is the same circumference as the skirt.

Pin. Sew by hand using a catch-stitch (tiny stitch in skirt, loose stitch to hem, tiny stitch in skirt). A good illustration of catch-stitch is here.

If you do not sew I would get hem tape It is a doulbe sided tape that you can use to hem a skirt. If you lived closed I would let you pay me to do it for you LOL

Go to your fabric store or craft store and purchase some fusible tape. Place the tape in the area you want to hem. Fold the fabric over and iron.
