In order to get the lovely cushion mums everyone loves for fall color, one must pinch the young plants back repeatedly and remove all flower buds until July 4th (good date for a pnemonic), then feed and water while they do their thing. If your mums had wintered over, you'd have seen them by mid-May at the latest.
All that said, mums are terrible to winter-kill here. The yellow ones tend to survive winter more readily than some of the more desirable colors, like pink, purple or bronze. To protect this year's attempt, try a good heavy mulch around the root when the temps drop below freezing. In growing zones north of 5, you might have luck only if you plant them on the south side of a structure (Your house, garage, etc).

If you planted them in the fall and nothing has come up, you definitely did something wrong.
To deep is a good possibility, not enough water. If they were started in a full sun area, with the heat this summer they may have died before they could get started and may have needed some shade to get started.
These are my best guesses. I work for a seed company but this is the best I can do long distance and not knowing the conditions.
I am in the south and I just realized our mums are nursery grown because it is too warm for them until fall.

They would have come up in the spring; they bloom in fall.
You don't say what zone you are in. In northern IL it may simply be too cold to winter them over. It might be possible i Zone 5, ok in Zone 6. They are too tender to survive a Zone 4 winter.

If you planted them last fall chances are the will bloom in the Fall (sept, Oct, Nov) wait till about mid fall, if they dont bloom then somin is obviously wrong

I'm not sure at all but just trying to remember back when I lived in Missouri...I think they start coming up around August with blooms around September or October...
