You are a woman, right? If you are a woman, this answer is for you:
You know better than me that the hips (buttocks) of a woman are her asset. Women are expected to have large, rounded hips.
I don't know why are you bothered with your hips. Let them be voluptuous. If you reduce the size of your hips you run the risk of having boys not liking you as much as they liked you when you had a large bottom.
Rest of your body parts are fine, as you say; and believe me, you are a gifted woman that your hips are large. Don't destroy this gift which you are so lucky to get from God.

Bicycling and swimming have really distributed all the weight in my body really well.. fat and muscle throughout my entire body. The bicycling has probably added muscle to my legs though.. it's pretty leg intensive. But it has helped my stomach/hips love handles ;)

If you like bicycling, I'd give that a whirl. Start with 5 miles every other day. Then go to 7 or 8 miles, then 10. Keep a good 10 mph pace.. then shoot for 11 or 12 mph, until you get to at least 15 mph. Not only will you have legs and dam nice bootie, your legs will be nice nice hot ! :) And you'll be getting unbelievable cardio that most people are missing in their regular daily/weekly routine.

Thighs: Inner thigh lift and inner thigh press, also outer on both. If not sure how to do these, just look up on google or email me :)

Hips: Believe it or not, in my opinion, squats are really the best for this... but they're also good for the thighs (that you're interested in) and butt.

Squats are the best workout for your thighs. If you are a woman try to do 12-15 reps with light weights for 3 sets atleast 2 times a week but with atleast 48 hours between each workout. If you are man try 8-10 reps for 3 sets with much hevier weight and increase about 20% each set.

Join a gym and maybe get a trainer, they work the best because they get you to the gym and push you harder than you could ever go by yourself. Start doing squats with dumbbells of a weight comfortable of your choice, forward and back ward lunges, even some glute extensions, Good Luck!

There is no such thing as spot reduction. Exercise and diet are the only things that can help. Oh, and surgery, but that's stupid.

running tones your legs... and is also a great way to keep your heart healthy :)
