As another poster mentioned, the 6 foot tall bush with pink and white flowers is probably an oleander. They are commonly used around homes and offices. Hard to say about the tubular orange flower, but if it was on a 2-3 foot high plant with multiple stalks and triangular flowers, it might have been Desert Mallow. If it was really low to the ground (like a large dandilion) and with 1-5 flowers than it might have been the popular desert poppie (several varieties).

Note that most of the flowers, many of the leafy bushes (including oleander and bird of paradise), and lots of the trees (including palms) are not actually native to Arizona. The types of vegitation that you will find in town is quite a bit different than what you will find in undeveloped desert areas (even where there is water). Both the desert poppies and desert mallow are native, but you only rarely seem them as cultivated plants around homes and offices (more often unintentionally).

Good places to find out more about native Arizona plants in Tucson include the Tucson Bontantical Gardens, the Sonoran Desert Museum and the Tohono Chul Park.
