well you have had some good to fair answers but here where i live deer damage is a daily occurance and a number of methods seem to work first you can call game warden most states do issue out of season deer damage tags to alow you to harvest a certain number of deer to control herds out of season. the use of dog hair and human hair only works for a very short time as deers are smart and learn that they arn't really there but you can tie a dog under or near your plums with a long leash and that works very good if you can't have a dog there and can't shoot them with a deer damage tag then they are a number of deer deterent plants that you can purchase and plant around your plums that can be effective on long term as they need time to grow. This is definitely NOT a DIY job.
You should hire the local game warden. They are familiar with all the laws, and can probably find a law that can be interpreted to your benefit. They will have high-powered rifles and best of all, they can probably bring the local district attorney to make things all legal and such, to dot the i's and cross the t's on the paperwork that will needed to be filled out.
You should also call your local TV station - they will want to use the footage for the 6 o'clock news - your story is a good human interest one.
Make sure you get everyones names, 'cause you'll want to send them each a nice plum pie, or jar of plum preserves after you get out of jail.

It is illegal to kill deer outside of hunting season, and even during the season you need a hunting license. Ask your friends and family members for the shedded hair from their pets (dogs and cats) and hair from their hair brushes. Put the hair and fur in knee-high nylons, and tie the bags all around the area that you want the deer to stay out of.

I have no problems at all with hunting, as long as your kill is eaten by someone. But in your case, I think a better course of action that's a lot more legal than what you're suggesting, is a deer mesh for plants.

don't kill them you can get a very big fine if you get caught. Go to your local barber or hair salon and ask for the hair clippings. spread the hair 10-15 feet from your plums. the sent of human hair should divert the deer

i'm assuming these plants are in a residential area, and most cities don't allow hunting in residential areas even during hunting season. you can put out repellents and you can fence off your trees, but you can't shoot the deer. though i suppose you could hit it with your car, but you might miss the deer and hit your beloved plum tree
