Anyone with good IT knowledge (especially focused on Conventional AI and Computational Intelligence) can participate in this research! Linux isn't such a great OS only because it's open source! It's not the only open source sotware out there! (take for example MINIX) The real reason for this is that it offers better support for the experienced user, especially on the server-side platforms! It's what Linux can offer to the users that makes it so special, not it's source!
Now coming to AI area... This is the future of IT, and even if some managed to accomplish great things (take a look at the japanese) we're still at the begining!
Problems can occur, nobody says they don't. Not refering to technical ones regarding prototypes and neither to financing.
A problem can be the fact that you may have the money but you don't have any specialists that can participate in this area! This may be the reason why not all countries show great interest in this area... But things are developing very fast so who knows what will happen in the future...

in my opinion AI should be "open source", I mean it should be easy to get and contribute to these projects, but so far its like VR, really hard to find anyone even involved in id!, I know there is/was a small application with a slight level of AI called dr something but nothing exactly useful.

How come linux has become such a great OS? => Open Source!

In this matter Open source I believe is the best way to go

i guess the funding(money) is the most imp prob....coz practical research needs good equipped labs and robots to work upon
