Well, I didn't have to minor in anything if I don't want to. I didn't have to for my Early Childhood Education major. But some degrees or majors require a minor.
But, if you are wanting to minor in something, it depends on your University, and it also depends on what major field you are entering. You have to take all of your basic courses, and your best bet would be to check with the office of your major, at your school. They can tell you over the phone or in person what your requirements are and what you need to do.
I do know that most of the time, you have to declare your major and minor at the same time, and all of the requirements for your minor are ruled by the department of your major. So, check with them before registering for any classes.

I studied mine at the same time I was studying my major..
I majored in Computer Programming, and minored in Business since both had corresponding courses, as well as Computer Systems Operator Certification.

You don't have to have a minor in college. But if you do choose to have minor you can start it at any time.
