Well, a good pair of splinter tweezers works best, but have you tried just pouring on hydrogen peroxide?
Most physicians actually recommend this. It can bubble it out, but may take a while. Actually, once it sticks out of the skin, you should try to grab it.
When my son was small, he got a good sized splinter in his big toe, and was struggling so hard against my removing it, that I needed to get a good grip around the toe. I built up the blood pressure so high that it literally shot out the splinter in a small burst of blood. You can try this if it's in a place where it will work, but you should still follow up with some peroxide or other antiseptic.

I would use a CLEAN needle (sewing needle for example), poke at the tip of the splinter and try to lift the splinter out of your skin, they it's best to use the tweezers to pull it out.
It would hurt a little when you poke your self but you won't have to poke deeply becuase the splinter is close to the skin.
I have done this myself and it's probably the best way to do it. Be sure the needle is clean so that you don't get infected with bacteria.

Many times, soaking in warm water with epsom salts, helps the splinter to fall out, but, sorry, tweezers are the best solution.

Use a needle to dig out and expose the splinter. Then, use your thumbs or index fingers as if you were popping a pimple and squeese the splinter upward and out!

If there is some of it at the surface, Tape can pull it out.
