You need an eye cream that contains Vitamin K. Avon has a pretty good one, around 16 or 17 dollars, it's called Anew Force Extra Eye Cream. It gradually reduces the appearance of the dark circles and you use it once a day. (No, not a salesman; I have some of it; I like it.)

Your best bet is to see a dermatologist. Also I find that if I over drink, it makes me look old the next day. I get bags under my eyes, my eyes are bloodshot. My skin looks sick. This never happened when I was younger. But after years of being an alcoholic, vanity is coming in to save my liver. What a shockingly sorry reason to give up over drinking huh? But any reason is a good reason I suppose.
