They make a bug remover. To remove the water spots, wax the car with a good wax. To keep the spots away you must dry the car after you wash it, hard water is what is leaving the spots.

WD 40 will work, however oily residue collects dust if not completely removed. Scrubbing as it implies not good for clear coat vehicles.
Use a good buffing compound, it'll clean off water spots, bugs, tar as well as restore the lost luster of your paint.
Takes a bit of work but is worth it you'll see.

When you are washing ur car, usea soft sponge to rub away the bugs, and when you are done washing your car, dry it with a towel and the water spots will not be there.

Take it to the auto body shop!...they'll do what ever needs to be done...make sure you have a few bills ready though
