I need to convert downloaded m3u to wav so I can burn them on cd and listen on any player

you can't convert a .m3u file to a .wav, because a .m3u file is just a small playlist file, a file which when opened will play every song in the list.
an .mpu file is the same as an .mp3 so rename them to .mp3 then any software which can convert .mp3 files to .wav files will work, such as this free software:
