My daughter is 6 years old now and she wears a 13. It depends though. You can always go to a shoe store and have the shoe clerk measure your child's feet.

My daughter is 3 years old and is a size 7.
It depends on the child.
Take her to a shoe shop and get her feet measured. You can't buy ill fitting shoes, it will deform her feet.

Well i dont think there is a rule of sizing of a foot for a child. After all they are growing and the size of the foot will alter several times or more before they reach adulthood.
If your child is quite a large or wide fitting, clarks stores are great for childrens ranges, they also do half sizes.
If your child is having difficulty sitting down, especially crossing their legs or walking, perhaps pigeon-toed slightly, go to your gp and seek their help, from there they will refer her to a specialist.
