You don't really NEED to click on start. It's just the most convenient button, since it's the master menu that gives access to all the programs and controls.

Technically though, there are several ways of doing things -- including shutting down. You can try pressing ALT-F4 on your keyboard with all windows closed, for instance. Or even pressing CTRL-ALT-DEL and shutting down that way.

That's an arbitrary feature of the graphical user interface. You could add an additional icon, but isn't there enough clutter on your computer screen already? I think of it this way: when I want to turn off my car engine, I turn the same key that I turned when I wanted to start the car.
