I have tried the Dryel Stain Remover.

Dry clean it...dry cleaning will get all oils and grease out...A lot of dry clean only cloths can be washed but not put in the dryer. If you decided to wash put a little dawn dish soap on it and then wash , machine or handwash.

I think dry cleaning is the best option, most of the time water will damage dry clean only fabrics. Dry cleaning does real well at oil or grease based stain such as the lotion stain you are describing. Good luck.

I would only "treat" the area with a de-greaser, then return to dry cleaner. It should not harm the blouse

I don't know. but next time you get a tattoo don't wear such a nice blouse.
