Certainly. They can hear, read, and type just as well as anyone.
I met a mute fellow in college. He carried around a pad of paper for writing down messages, when he wanted to communicate. I'm sure that these days he has a computer and is on the internet.

I don't know for sure but here's my theory. I feel that a mute person can learn words and their meanings, the just can't vocalize it. Being mute doesn't mean they are stupid. You can teach the blind these things and you can teach the deaf these things.

If they are not deaf (deafness is a usual prerequisite of being mute), they can be educated wit language, but they'll have difficulty.

If your talking about deaf people.Yes still can be educated and understand the language. They understand it better because they speak sign language.My friends parents are deaf and i know abit of sign language.
