When a person says 'A week from Monday' they are referring to 7 days after that Monday. They say this as it is very confusing sometimes to say not next Monday not the next but the next Monday. Therefore this phrase is used to simplify things slightly.
Hope I helped :)

They mean the Monday that comes after the next Monday. So, if they said it today which is Saturday, Aug. 12th, they would mean Monday, August 21st.

Don't get confused with your calendar week which has no meaning in some parts of the globe. For example, in the Middle east the week starts on Saturday and ends on Friday. Week-ends are Thursdays and Fridays.
A WEEK FROM MONDAY means a week that starts from following Monday. One may say on ANY DAY of the week "I will do it within a week from today". What does it mean? It does mean that the person promises or expects to finish a task within seven days from that particular day.
Some people say WEEK COMMENCING (W/C) from such and such date, and some other people say WEEK ENDING (W/E) on such and such date. It is like that.

The "second" Monday after today. :-) Assuming today is Saturday (which of course it is----the SECOND Monday from today would be a week from THIS MONDAY! :-)
