Those with weed eater motors make sure there is gasoline oil mix getting to the carburator. and spark to the spark plug. TWO STROKE engines get this little piece of carbon on the plug "whisker" pull the spark plug carefully and look and clean, put spark plug back in. Next thing I would do is put your thumb/ hand seal over the carb. with the little airfilter removed and pull the starter rope two or three times this clears trash out of the carb jets. Choke one pull, throttle the next pull, see if that little motor fires. Ride away from cars! big empty parking lots are best. And oh yes is the kill switch on I not O

Take off exhaust device and examine the welds the position it bolts to cylinder. comfortable them down with a round record, make confident you refit it with none leaks and make confident the silencer is packed as tight as you could get it with fiberglass wadding(if its lacking or leaking it differences tuned length, makes more effective noise yet is going slower) get rid of cylinder and take off bottom piston ring, dont spoil it as you'll want it to substitute the properly one at the same time as it wears out (a lot less friction so it revs fairly higher) without spending any money thats all you're able to do.

If it is turning over, trying to start, check to see if you're getting gas. There may be a petcock in the fuel line you have to open to allow gas to flow. If the bike's not turning over, check you battery, wiring, and that stuff. If it is turning over and you're getting gas to the carburetor, check the plug and plug wires. Have fun, hope it runs good.

Take it back to the seller. I assume you got a warranty with the bike.

If it has been exposed to any moisture or rain, you might lok at the magneto, this provides the motor with the spark.
