Wallpaper is just a picture file, usually a JPG or a BMP. You copy it to your pen drive like you copy any other file.

If you are convicted of driving drunk and end up in the state pen I am pretty sure they won't let you put up wallpaper in your cell. Other than that I can make no sense of your question. Is it in code?
