Politeness and rudeness are cultural, and the perceptions will differ according to who it is giving the opinion, and what they remember, where they've been.
I was surprised and disappointed by the female avatar who answered "Spain, definitely." I wonder what rock she's been living under. She must have been pretty rude herself.

Different parts of the good old USA is different.
Texas has southern hospitality, those people are so nice.
New York has nice friendly helpful people.
On our vacation there they were so helpful.
We decided to go to Idaho and montanna and Yellowstone park
Those were the meanest unhelpful people in the country.
We have a california license plate and they said don't calfornicate idaho. We mentioned we were looking for a place to retire. And the lady who were renting cabins from at an absorbant price said, we don't want anyone moving here.
Our relatives said you think there bad you should go on a vacation to North and South Dakota. Those people hate outsiders. When they seen our california license plate they wouldn't even rent us a cabin. Said they were all filled up.
then someone talked us into going to Oklahoma and the people treated us like long lost relatives. When we said we were looking for a place to retire everyone in town was looking for us a bargain on a house. We were so empressed by their friendlyness and lake Eufaula is so beautiful we decided to make it our home and we have never been sorry we did. Been here 10 years and love the friendly people.

Germans are pretty rude by american standards. They don't do lines. If you're standing in line to get checked out at a shop they'll just walk right in front of you and not even care. Oh, and personal space. HA. IF there is a line they'll be right up on your back, breathing down your neck. I guess so no one tries to jump in front of them. It can get very aggravating, but they don't know any better.
*Add in* I just wanted to add I have no idea why everyone keeps saying France. I've been there a few times, all around the country and they're actually pretty nice. Compared to the some other countries I've been to.

Depends what you don't like in people. In some countries it's common to stare, in other countries people have no regard for personal space. Some people are very nosy, some folks are quite serious and reserved, others are chatty and sociable to the point of being obnoxious.
Anyway, I stand by my own country (the USA), even if we are unfortunately considered rude.

Not sure, I have only been in America so I would say America, have you been to a big city like New York and the way we think that we are the best country and we can do anything we want.

France!actually I do not know first hand but we used to go to Canada when I was a kid and the FRENCH canadians were so rude!!!The other Canadians were nice so I will say France is probably very rude!This lady cussed me out because I tried to answer in French and it was howwible as she said Hello,I was 8!P.s I have been to Spain and they were great to me!I married one 23 years ago!
