What are this "country/nation" faults to deserve that kind of severe penalty?

There is an international law that prevents the citizens of a country from being punished for crimes of their leaders. The vote you call for would do the exact opposite.
There is not way to justify "banning" an entire nation. There are far too many "average joes" in each one who are just trying to live their lives day to day. They are not the ones committing crimes and more often are the ones who are the victim's of their governments.

None. We don't have the right to do something like that..Its wrong and many innocent people would die.What if it was your country that was voted off,how would you feel?

I can't think of one. Of course, I wouldn't want that kind of power. I'm just not reckless enough to judge an entire nation.
