On a computer , when you click (for example on windows media player) , CPU order the hard disk to read from the source of the file , hard disk will response and send audio buckets to CPU , CPU will process the buckets and then send them to the Sound card , the sound card has a buffer of some kilo bytes , and then sound card play its buffer in this time CPU will process the next bucket of the sound and get it ready to send to sound card buffer , if the process finishes after the buffer of sound card gets empty you will have a delay in hearing a sound , it is true in Internet too.
