Would be unless he has a learner's permit and you are over the age of 18 or 21, depending upon which state you live in.
That being said, also depends on where you live and how aggressive the cops are at giving tickets citations. If you live in the middle of basically nowhere and you have two cops in town that spend most of there time on duty at Dunkin Donuts or Krispy Kreme, then you could probably get by with teaching him in a vacant lot or road...as long as it is not near Dunkin Donuts or Krispy Kreme. Bummer would be if there is an accident of any kind, then you either have to take the rap or let your brother and could affect the status of either of your liscences and absolutely affect your car insurance rates.

yes/no in some states your allowed to learn to drive at 15 but u need a learners permit. Allowing ur lil' brother to drive may hurt u in the long run....

It is fine to let him do it in a mall parking lot because it is private property. The open road it is illigal.

i started letting my daughter drive when she was about 11 but we were way out in the country.and it is illegal until they have a permit.

Maybe it is and maybe it isn't. Who cares. just do it. A lot of people do that and if a cop stops you, just show him your license and tell hI'm what your doing and im sure he will let you go. No problem.

I drived when I was 10 and if a officer stops you,you say.."Well you gotta start somewhere!"
But we live far out in the country and it really dosnt matter there lol:)
