I go to the webpage I want as my homepage. I go to Tools>Internet Options, click on Use Current and hit Apply. When I click on the homepage button or restart my internet browser, it takes me back to MSN.com. If I close Internet Options and open it again immediately thereafter, It gives me the link to MSN, not the homepage I tried to set. I started noticing it after I reinstalled Windows XP. I thought it reset to MSN.com everytime because I hadn't activated Windows or something, but after activating it it still kept setting MSN.com as my homepage. Does anybody have any idea what's going on and how to make it so I can set my homepage?

It sounds like you are doing everything correctly. Maybe you should check with http://update.microsoft.com/microsoftupdate/v6/default.aspx?ln=en-us and see if it has to do with not having the latest browser installed that goes with Windows XP or something like that because what you are describing makes it sound like you don't have the necessary user rights to make a change but since it's your computer that couldn't be the case.

I believe than when installed msn software on you pc the made by default msn.com you home page.So i would advise you to use another browser like firefox of opera(They are 10 times faster than internet explorer).If you have problems getting them you can contact me at cyberhacker665@gmail.com and will e-mail them to you but please do a google search first.
