It is a result of a series of chemical reactions.
All bodily processes are made possible by chemical reactions.
Each living cell is made of organic chemicals.
Thus, the chemical reactions that occur in them serve as communication among them.
But the real thing is, it happens without the cell knowing that they are communicating.
So the whole essence of thinking (love is a result of thinking) is a mere spontaneous chemical reaction due to the natural chemical processes.
Therefore, it is reasonable to say that everything is God's will.

Yes and No
Yes in that love is biochemically no different than eating a lot of chocolate but it is only produced in the short term (9-10 months) and then the chemicals dry up.
No in the case that after the chemicals stop being produced a long term attachment has been made by the brain to desire the stimuli of the other person (sight, smells, etc).
The "love"chemicals are no more than a shot term patch used until the mind can form it's own long term attachment to another person
