Ok don't worry i am willing to help you. A good service to host the site is www.freewebtown.com and a very easy to use programm is frontpage or even word. Most ISPs provide a FREE customer website, with the subscription to the service. I do know that Bright House (actually, Road Runner!, Bright House is actually a financial unit, and 'owner ', in some markets) offers a free web page to the original portal owner.
all the tools are on-site, to make it. Mostly pre-built templates.
I believe Earthlink does, also. YMMV.

Try to search here www.download.com but it seems to me you wont get free webpage maker. Why dont you use Fontpage to make webpage? Some hosting sites have own webpage maker & if you open an account inside you will get web page maker it will help you to make webpage without getting anyother webpage making program. Like http://www.bravehost.com http://www.50webs.com http://420megs.com http://www.byethost.com http://www.thefreesite.com . If you want to get webpage maker like dreamwaver then you have to buy it.
