this is a redwood deck so go i have to strip wood down to new wood to do it properly and how is best way to do this

Moisture trapped under the finish can cause the white spotted areas. Also as the other writer cited top coating before the first coat dries sufficiently can cause this. Before stripping down to the wood try floating some mineral spirits on a hidden area and see if it will remove the problematic area.

im a painter and it could be a number of things, but if you put more than one coat of varnish on ,it will get white spots if you dont let the first coat dry long enough.it has to dry very good between coats. rush jobs never work.
