Actually, it just means "the best", because there is noone better then the best, since he already is THE BEST! It's a common phrase however, because people always want something better, even the best isn't good enough.

For example in Football there are many best's like Beckham , Ronaldo, Ronaldinho etc. etc. But the one who stands out among these with his performance is called better than the best.
In India Sourav, Dravid , Sachin all are best. But Dravid is Better.
