Cleaning flat paint is more difficult for sure, most marks will just not clean well off of flat paint. I would use a general purpose cleaner like Fantastik. It also depends on what and why you ar cleaning. Cleaning a semi-gloss is always easier and would recomend not using flat if you have kids or pets which usually cause more marks on walls etc.

How old is the paint? If it's more than 10 years, it's time to repaint!

What are you trying to remove? Crayon? Magic marker? Nail polish? Just pain old dirt? They all have different cleansers.

There is a durable, unshiny finish called "Pearl" or "Eggshell" which can withstand scrubbing once a latex paint has been allowed to "set" for 30 days. Water-based acrylic apint likely should be allowed to "set" before being subjected to vigorous scrubbing, as well.

Flat paint shows every single imperfection in a wall surface. It shows the wear around light fixtures and the spots where furniture has rubbed against it. No professional uses flat paint on wall surfaces, only ceilings.

I've bought, fixed up and sold 5 houses and always use water-based paints in an 'Eggshell" or "Pearl" finish.

Flat, Semi-Gloss, Glossy are finishes. What matters is the type of paint you're needing to clean. Enamel can be cleaned with a little water and detergent. Just don't scrub the paint off.

all paints nowadays are pretty good, not like the old days.take a mild solution of a good cleaner like mean green and water or a mild soap.the best that i recomend is tsp,you can buy it in any hardware. i have been in the painting business for over 30 years, belive me it works.

Repaint. Flat latex paint cannot be washed.
