I want to replace a section of my sewer line. The section is on my property and i was wanting to know if i need a permit to do it.

city hall is where you need to go for building/ construction permits. some projects won't need one, but lowes will not have anything like that.

Most permits need to be filed with your local township (after paying a fee).

no all permts come from ur local goverment.......building inspectors office, city and/or county!
