NEVER, EVER verify your account with Pay Pal. Every such inquiry of you is a well crafted scam by thieves to gain your credit card number. The emails you get look like they come from Pay Pal, and the link that takes you to a site to verify your account appears legitimate. It is not.
If you contact Pay Pal, they will tell you they never asked you to verify your account. If you have done this, notify your credit card company IMMEDIATELY and cancel the card and have a new one issued to you. IMMEDIATELY.

No, paypal is a money transfering service. It is in no way gambling, but sometimes can be used to fund online gambling. I have been using paypal for several years with no problems, so it's perfectly safe to verify your account. Just make sure you only use the http://www.paypal.com version.

Just remember that PayPal isn't a licensed bank. They can take/keep your money any time they want and don't even have to give you a reason.

Without tracking it is. Paypal charges can be reversed without tracking numbers on packages.
