the only possible explanation is that the "enclosed" light fixtures are not completely enclosed. There must be a leak somewhere in order for some type of matter (the bugs) to get in. Another possibility would be if the opening were in the cieling, enclosed by the light fixture.

Most bugs are attracted to either Light or warmth. A light bulb provides both. Bugs are small and can fit in to tiny spaces. They get in and then they can't find the way out. The heat of the light lack of water or lack of food kills them and you have to room them.

They get in and can't work out that there is a way out because they use the light of the sun and the moon to navigate and suddenly there's a big sun close to them that they orbit til they die.

they crawl in through tiny coles or cracks between the pieces of the fixture. they then fly and land on the light bulb, where they are burned to death. their dead carcasses are what you see when you look up.
