It may be the switch is broken. Normally you have two cables that come into the foot pedal. If you take apart the foot pedal and physically connect the cables together and the computer truns on it will point to the switch being broken. (There may be two cores in one cable)
Other than that it coulb be the pedal is not pressing the switch inside it - if that makes sense.

Maybe the foot pedal is malfunctioning, or it could be the power supply in the computer, or maybe the motherboard is gone. Take it to a technician if you cannot locate the problem.

I know someone who worked in PC World for a while and she has plenty of stories of dimwits with computers, eg. people trying to buy stuff online by sticking their credit card in the floppy drive ( remember those? ) The best one she had was a Phone call asking :- "Where is the 'any' key? "
"Huh? "
"It says hit 'any 'key to continue, I can't find the 'any' key!"

its on a 98 system
its for playing games
try switching you pc on by at the plug and the switch at the front that says power
