go to mail.yahoo.com and click on sign up.

There are alot of sites hosting free emails if you sign up with them(i.e Yahoo).
If you are asking about the domain part (@something.com) then you'll need to regsiter for a domain name (i.e something.com) after which, you can either get a ISP to host your Domain Name or setup your own server & get someone to host your DNS & MX records to point to your server. Hope this helps
