I do not think it would be racist if it were said out of necessity. If there were but a handful of white people in an area where the Caucasian race had all but been exterminated. However, the question does not say who or where the quote originated. It is posed in an ambiguous way that creates a challenge to critical thinking. Good question.

it's not racist. if you replaced white with any other coor, no one would question if the sentence is racist or not. try toremember that racism can go both ways. black people complaining about the white man now are exactly like the white people complaining about the black man in the 50s and 60s.
we really do need to think about the white kids. people all over are beginning to hate the white culture because of the color of their skin. it's getting rediculous. if you look at today's modern culture, it's cool to be black, but it's no cool to be white. people consider anything of non-white origin to be "cultural." that implies that whites dont have a culture. that's completely incorrect. THAT is a racist thought.
"diversity" has come to mean "every color except white." a group of black people can meet every week in a public place and be considered "diverse" but if a white group were to do it, it's considered racist.
I am not alone in my frustration for this double standard. it's getting out of hand.
