If the HCl in in excess locally:
2 HCl (aq) + Na2CO3(s) --> CO2 (g) + H2O (l) + 2 NaCl (aq)

A small amount of acid on the soda might also give:
HCl (aq) + Na2CO3 (s) --> NaHCO3 (aq) + NaCl (aq)

When an acid reacts with a carbonate, a salt is formed alongwith water and carbon dioxide from the carbonate and (H) combining.
But when the acid is reacted with a base such as NaOH, the carbon dioxide is not formed.
