Namaste. Stuff your wallet with a lot of money and head for England. Most of the circuits there have racing schools. From there you can usually buy a ride with a Formula Ford team, then a Formula 2000 or Formula Renault outfit.
At this stage it will be obvious whether or not you have talent and if you do, and if you still have lots and lots of Rupees a British or European Formula Three team will put you in a car and you might even advance to GP2 and, at the same time snag a job as a test driver with an F1 team. If you've won a championship along the way (F3 or Formula Renault), the FIA will grant you a Super License and if you still have lots of Rupees you might become an F1 driver.
There are other ways of becoming an F1 driver, but this is the route many take.
Remember, there are only 22 F1 drivers (24 in 2008) and a handful of test drivers, so your chances of making it all the way aren't great.

narain karthikeyain is setting up his own driver academy in india, outside of it u could try jos verstappens karting circuit in netherlands
hes karting world champion and owns teh largest and biggest circuit in netherlands which is how he got to formula 1, he should be able to teach u what to do with a go kart and u will be spotted from there for other formulas
if he cant teach u the tricks then no one can??

Hei kid... well the best thing happen to Indian motor sports in Narain Karthikeyan.. followed by chandoks and armaans.. motor sports are still in their early stages in India... i read that narain is picking some talents and training them... u can check narainracing.com... u can start with gokarting and move quickly to kinda racing.... well u r financially well then u can opt for UK..which has the best sources for U

i think is what you have to do--
first you have to compete in state levels ,then you have to submit all the participated documents to the motorsport associatio india ,i think.they they will give you a special licence.after that you have to be accepted by the FIA association,the officials from the FIA will give the chance to drive the f1 car about i think it's 30 laps ,if they are convinced they will give you a super licence,from now on you can drive an F1 car,but you need sponsors to enter the race,you need loooooot's of money.

First get ur driving license.
hehe
now serious..
try ur hand at smaller dimensional cars like Gokarting campionships and if u are efficient enough then u'll get chances to drive bigger cars.
