Well, there's a couple of ways of looking at this.
Firstly, General Relativity implies that there isn't one true time throughout the universe. The 'twins paradox' is that if you have two clocks, and one accelerates relative to the other, the time on the two clocks will actually be different. (The one that accelerates runs slower). Hence, there's no single true time. (This also works in variable gravitation fields, so there would be subtly differences in clocks in different locations on the earths surface, and with height.)
Secondly, there's a number of different ways of defining time. Whilst the second is defined as about 9 billion times the wavelength that a particular atomic clock makes, the year is kept up to date with the heavens by adding or removing leap seconds at the end of June or December. (The last minute of 1999 had 61 seconds, numbered 00 to 60). As such, any system that isn't corrected by the authorities which make these decisions, or corrected by a reference clock will slowly move out of sync with the true time.

I am sure that time is what WE believe it to be. In reality there probably is no such thing as time. In fact who knows if there ever was a beginning. We are always searching for meanings, reasons, beginnings etc etc. What if it always just was.... What if there was never a "beginning"... no real "time".... In one sense that could be comforting to know. It would put a stop to religious differences and racial hatred. If we could be happy enough to just be and not have to put meanings to every little thing... just live peacefully and help each other..... By the way, what is the time... I think my favourite tv show is half over!!!!!!!
