Well, it depends if that is your own underwear.
if that is your own, you may be in lack of security. You may feel naked and you are sure you have it on, so you projected underwear in the mind to assure that you have on.
However, if that is someone's else underwear.
That means you may be into some sort of sexual desire. You may be lonely and you are longing for a intimate relationship. Underwear this case may symbolize sex.
Or it could mean nothing if you just had a laundry before you dreamed.
Again, it all depends what and how you look at it.
