its not fair to compair them, as you can not compare their bowling style.
if you go for record - murali had beter record but on the other hand shane has also won australia more matches.

With a 2 time world record of 4 consecutive 10 wicket hawls in a test match Murali is the best and the brightest spinner the world has ever seen.
Murali on an avg takes more wickets than Warne in a match.
Though he has played fewer matches than Warne he has bagged more 5 & 10 wicket hawls than Shane Warne.
An ex-English cricketer said that Murali is the only bowler who can bowl the genuine 'doosra' (Off spinners Harbagan Singh & Sohaib Malik have been suspected by the ICC before for bending the arm more than 10 degrees while bowling the 'doosra')

They are both great in their own areas - One is the best leggie every to be and the other is the best offie ever to be.
Comparing the two, on Field - Shane had problems regarding use of steroids, stopped is One day carrier etc - Though Murali had a problem with throwing, he was cleared and not only that, because of him the world got to know that almost all the bowlers bent their arms to so many degrees - He changed the rules - Also he is a fighter is both forms and never left the game - Records say he reached his milestones before Shane did - but Shane had better bowlers like Mc Grath to compete with. I give it to Murali.
Off the Field record - I give it to Murali for reasons known to all of us.
Personality - I give to Shane - he looks a tougher character and has taken all criticism and thrown back at all !
Both deserve a load of respect !

shane warne is a best spinner.
reasons: highest wicket taker. no controversy over his action. has bolwed delivery which is termed as "delivery of the millenium" when he got out mike getting. he always get less change in comparision 2 murli bcoz by the time he gets a chance 2 bowl , half of the opposition has already been sent 2 pavillion by australian fast bowlers. while murli starts his spell just after 15-20 overs of an innings, this way murli gets more chance + more overs 2 get those wickets.
shane warne has picked up most of the wickets while playing in england and australia where there is less assistance 2 spin bowlers.

Shane warne...we can tell it by observing the amount of turn which generates when he spins the ball.
Ball pitching outside the legstump and actually hitting the off-stump, that is what makes him the best spinner in the world now and the highest wicket taker.
