1. For Staff.
2. For people who go to pubs and don't drink - eg. the designated driver.
3. Many pubs also are in the more traditional vein, and invite families for lunch, who won't drink, or have a small drink but stay under the limit.
4. Many pubs which are in the more traditional vein, also have B&B style rooms where people stay upstairs.
5. It wasn't always illegal to drink and drive, and sometimes the car park is just a left-over from that time.

You can drink and drive provided you do not drink too much of the alcohol. If you eat a good meal and then have two glasses of wine you wouldn't be 'over the top'. Also, not everyone who goes to the pub drinks alcohol, anyway. Plus, they are needed for those people who book a taxi! Can you imagine 25 taxis turning up at 11.00pm and no car park?
By the way, in our local, we don't just get motor vehicles in the car park, we get horses tethered while their riders have a drink and also a pony and trap.

It stems from the days before drink driving laws were tightened up. Pubs on applying for a licence had to show they had ample parking for their clientele to minimise disruption to local residents.

I guess they realise some people who come in won't be drinking, or will only be having one alcoholic drink. More daft is the Hungry Horse chain, who own a restaurant near me which few people could access on foot, but sells wine only in 250ml glasses, thus stopping drivers from having wine with a meal which they could do if they only had a 125ml standard glass.

for those people who are designated drivers bringing a car load of drinkers, and for people to leave their cars in after they've had a bit too mauch and called a taxi to take them home. You often see cars in opub car parks in the early morning, well after the last customer has gone
