Depends an where you are and what kind of sharks you want to dive with. I live in southern California and when I go surfing I see sharks all the time. Of course, they are the harmless, little sand sharks that are only like 2 feet long. Diving with them would be easy...
Other sharks might be a different story. Some are very dangerous. However, overall you're probably pretty safe because out of the 300+ species of sharks, only a handful are dangerous to humans. In fact, I once read that more people die every year in the USA from bee stings than from shark attacks! Hollywood and the media give sharks a bum rap.

There are a few dive shops that offer "shark dives" where you can observe sharks. I wish I can research this for you but I only have a few mins.

Just search the web using-shark dive, shark cage diving, shark tours, etc. you are bound to find something.

I watched a video frm Australia where people sit in a circle and the guides tie tuna on a rock with wire. In a few mins. the sharks arrive and feast. No protection but the sharks don't seem interested in the divers. I also saw on TV where you can observe Great Whites (I think) in Cali. using shark cages.

I live and teach diving on Guam and occasionally see sharks. It's really cool. I never had a prob. with them but I always respect and keep some distance from them. There are a few that are not aggressive and can be observed fairly close. Read up on them, neat creatures.

Hope this helps!

Always swim with a partner or group. Do not swim using your arms- this makes you appear injured to sharks- and they do get more excited. Instead learn the dolphin kick and swim slowly. Are you using scuba equipment or just snorkeling? Please just try to keep twenty feet between them and you and do not let them circle you. Bull sharks and tiger sharks are the most unpredictable. Read more about their behaviors @ the Shark Research Institute in Australia. Good Luck!

Diving with sharks is easy, just find some sharks and jump in the water.
Not being eating by them when you dive, well, thats another story.
