for voice chat you only require a headset [or a microphone and a pair of speakers]
for the internet telephone, besides the deadset, you also need monney, as in the internet telephone you call from your computer a fixed / mobile phone. i do not think that this service is for free.

usually when you're talking about internet telephone u're talking about VOIP ... that means u can use your computer to call a normal phone number in any country you want, even if the other party does not even know what a computer is.
voice chat usually means a communication between 2 computer users, using specific softwares. the connection is based on the ip of each user and in order to be able to chat each user must have a computer and some basic computer knoledge.
for internet telephone and voice chat you need:
1) microphone
2) speakers (or headphones)
3) resonable internet connection

In March 2006, Metroid Prime: Hunters was released, making it the first game to allow voice chatting through the Nintendo DS's microphone.

Internet phone is usually done with, well, a phone. In all other ways, its like regular phone service, but the call is going over a (broadband) computer connection. Chatting is just typing, or, done with a microphone and headphones. Usually for free.
