I am not sure how qualified your 90% figure is.
However, if true - law of natural selection might be at work. For some reasons white colour might have resulted in longer lasting window frames. Possibly due to reflective feature of white light - minimising UV and other Solar Radiation damage to window frame, has made the white - the most popular!

It's necessarily white paint but a white primer. They use white because it is easily concealed with just about any color. Would you buy a black framed window and try to paint it white?

If your asking about UPVC its because they are cheaper to buy!! Harder to keep clean though.
