When you ejaculate not all of the semen empties out of the urethra and it starts to dry out and harden. That forms a cap over the pee hole. When you go to urinate your urine stream shoots in different directions until that dry semen cap is dissolved. After sex reach down and milk your penis to squeeze out the left over semen and you won't have that problem.

There are a few reasons, here are two:
1. His semen has "glued" the skin around the hole slightly and the pee flows through the areas that are still open. After some flow, the blockage clears and the stream is whole again.
2. His semen is actually blocking the flow and the spray comes out around it (similar to above) until the block is peed out.
