City, County, State and U.S. - "we" means anyone tired of the current procession of actions or inactions regarding any issue.

"It is the duty of every citizen to protect his country from it's Government." I am sure there are a few Senator, Congress Persons who actually believe they are doing what's good for America, more is the pity. Unfortunately the vast majority are so ingrained in party, they cannot really see what "We The People." need. Or they consider themselves so far above us that it no longer matters. What really matters is what we do, the next election everyone vote, but not for an incumbent, not for someone who will perpetuate the lies, deceptions and greed of the current administration.

First off, how would you?

Secondly, if you did, you would get a whole bunch of fresh faces, new to the game, but over time, those people would learn how to manuever other people politically, we'll start to see more and more incumbants, and the system will go back to being corrupt.

Thirdly, the problem lies with the two party system and the system focusing on what is wrong with the other party, and they've trained and focused themselves so much that they have become exactly the same, and neither party will want to lose power, thus there will be no reform.
