yes it is. but normally the dancer doesn't have to concern himself too much with that fact.
In more than 90% of cases they fall of while dancing, resulting in their death, by which time it is too late for concern.
It is illegal mainly because of the mess left by the dancer and the number of man hours it takes to clean it all up, thus costing the tax payer money which could have been used to run a campaign about the ramifications of roof-top dancing.

In the top part of any vehicle, since it's the farmost other end, the condition for stability will be very very less! With lots of experience on can be control their stability, but not all time, since a minimal torque is high enough to throw you out!

More, any moving vehicle push air on all the three sides except the bottom (so it was designed again to maintain stability to the vehicle itself)! Wen u dance atop strong wind may blush u away!

So illegal!

All right, if u still wanna dance on the top.., go ahead..! But, only with someone around u, just for security reasons and look around for the cop..!
